I dont believe that this tune should be in the public domain. This tune was written by Pipe Major James Watt from White Rock, BC. He passed away a few years ago, but he did write this tune.
I know that this tune is listed in the Scots Guards as trad., but I was also a student of "Jimmy" and he told me the storey of when and where he wrote this tune. He was out in a row boat (on Brentwood Bay) on Vancouver Island near Victoria and the motion of the ocean gave him the flow for the tune.
I have seen a Scots Guards Vol 3 (which is very hard to find) and in this volume they had finally given credit to him as the composer of this very melodic tune.
